What is a competent person (electrical)?
A competent person in electrical work is someone certified under Malaysian electrical regulations to safely design, install, maintain, test, and supervise electrical installations and systems.
Under the Electricity Act 1949 and associated regulations enforced by the Energy Commission (Suruhanjaya Tenaga), a competent person is a qualified individual authorized to carry out or supervise electrical work. This term appears throughout Malaysian electrical standards and building codes to define who can legally perform specific tasks on electrical installations.
To be recognized as competent, a person must hold relevant qualifications such as a Class A or Class B electrical contractor license, or equivalent professional certification. The requirement ensures they have formal training in electrical theory, safety standards, and practical installation methods. Competent persons understand local codes, load calculations, grounding requirements, and hazard identification specific to Malaysia's electrical environment and climate.
Hiring a competent person matters because electrical work directly affects building safety. A competent person is legally responsible for ensuring installations meet the Electricity Regulations 1994 and do not pose fire, electrocution, or equipment damage risks. They perform safety testing, issue compliance documentation, and take accountability for their work. When you engage one for residential, commercial, or industrial projects, you receive work backed by professional insurance and regulatory oversight. Non-certified work voids insurance claims, creates liability, and may fail inspection when selling or renting property.
